Your organisation relies on AI for decisions that affect critical national infrastructure. When Palantir forecasts demand, when Azure AI optimises your grid, when IBM Maximo predicts maintenance failures, your staff may not have the expertise to challenge these systems when they go wrong. If you cannot override an AI recommendation with confidence, you have lost cognitive sovereignty.
Tool names in this checklist are examples. If you use different software, the same principle applies. Check what is relevant to your workflow, mark what is not applicable, and ignore the rest.

- When you cannot explain why an AI system made a decision at the speed the decision happens, you have lost the ability to hold that decision accountable. Slow down the decision, or do not use that system for critical choices.
- The biggest risk is not that AI fails. It is that your staff stops developing the expertise that would let them catch the failure. Every time AI makes a decision your team should have made, you lose a practise opportunity.
- Regulators will ask whether you can defend your critical decisions if AI failed. If your answer is no, you have not protected cognitive sovereignty. Your audit trail and your staff's independent judgement are your defence.
- Set metrics for human override rates, independent trade performance, and manual verification success. What you measure, you manage. If you do not measure cognitive sovereignty, you will lose it.
