AI tools like Copilot and ChatGPT can become the effective decision-maker in public services while officials retain the legal responsibility. Your teams risk losing the ability to explain why a benefit was denied, a planning decision made, or a policy was chosen. When the civil service cannot defend its own decisions in public, trust in government erodes.

Tool names in this checklist are examples. If you use different software, the same principle applies. Check what is relevant to your workflow, mark what is not applicable, and ignore the rest.

Audit AI involvement in decisions that affect citizens

Map where AI recommendations shape final decisions in your servicebeginner

Before a role changes due to AI adoption, interview your most experienced officials about what they consider when making difficult decisions. What patterns do they spot that are not in the data? What do they know about local context, relationships, or unwritten rules? Document this so the organisation retains this knowledge.

Ensure younger civil servants experience making decisions on incomplete information, handling edge cases, and defending judgment calls. If all cases go through AI first, your next generation will lack the judgment skills they will need when tools fail or when policy requires human wisdom.

Demand that vendors prove their tool does not discriminate by age, ethnicity, disability, or postcode. If your budget depends on cutting staff costs through AI, you have lost control of the decision. Procurement should be driven by what decisions need protecting and what evidence supports the tool. Budget pressure turns AI into a tool for cutting corners, not judgment.

Name someone in your organisation who will take responsibility if an AI tool produces unfair outcomes or your team cannot defend its recommendations. Without accountability, AI becomes a shield for bad decisions rather than a tool for better ones.

Do not assume an AI tool that worked well when deployed will keep working. Run it against new data every three months. If its accuracy drops, its bias changes, or your team loses confidence in it, switch tools or stop using it. Drift is silent.
